Standardised model for balancing energy pricing

Below you will find an explanation for the standardised model for balancing energy pricing and the corresponding reBAP are available for download. The reBAP are composed of the costs of all 4 TSOs for the control energy involved (SCP and MRP) and the control energy volumes associated per 1/4 hour.

Publication of cross-control area balancing energy prices (reBAP) for balancing group billing

The four TSOs, Amprion GmbH, TransnetBW GmbH, TenneT TSO GmbH and 50Hertz Transmission GmbH, have published the standardised balancing energy prices across control areas (reBAP) as part of the optimised grid control cooperation (GCC).

The calculation of cross-control area balancing energy prices (reBAP) is supplemented by the following scheme from October 2013:

Note: According to the market rules for accounting grid billing in the electricity sector (MaBiS), the quarter-hourly balancing energy prices must be sent to the balancing group responsible (BKV) on the 20th working day after the accounting month and made available for download from the Internet. Prices must be given in EUR/MWh.

The balancing energy prices have been published in ct/kWh up to now. From the accounting month of August 2011, the balancing energy prices are published on our homepage in EUR/MWh to two decimal places.

Details regarding the reBAP

The reBAP are calculated in principle as a division of all control energy costs incurred in the four control areas and the related control energy volumes per 1/4 hour.

In addition to the reBAP, the corresponding account balance of the control energy used per quarter of an hour by the four control areas involved is also listed.

A plus sign indicates the purchase of positive control energy when there is insufficient coverage across the control areas. A minus sign indicates the purchase of negative control energy (output of excess energy) when there is surplus coverage across the control areas involved.

Corrections

reBAP 2012_01

Due to an error in the accounting system of one of the transmission system operators collaborating in the grid management network, the control energy accounting data for the calculation of the balancing energy prices across control areas was not taken into account fully in the previous accounting grid billing for the accounting period of January 2012. This system error has now been fixed. In the course of the second accounting grid billing, you will therefore receive a different bill to the first one, even if the energy account balance of the balancing group has remained unchanged.

reBAP 2010_11

Due to an error in the accounting system of one of the transmission system operators collaborating in the grid management network, the control energy accounting data for the calculation of the balancing energy prices across control areas was not taken into account fully in the previous accounting grid billing for the accounting period of November 2010. This system error has now been fixed.

To ensure the accounting is correct and not discriminatory, we have corrected the balancing energy prices across control areas for the month of November 2010. In the course of the second accounting grid billing, you will therefore receive a different bill to the first one, even if the energy account balance of the balancing group has remained unchanged.

reBAP 2011_10

When calculating the price for balancing energy for the month of October 2011 Unfortunately an error has occurred. On 31/10/2011 negative minute reserve supply was also taken under an existing contract to complete emergency reserve. This control energy in terms of quantity as well as monetarily was not included in the calculation of the balancing energy price. We apologize for this error.

This results in a change of reBAP. This change is over all balancing group responsible taken into account by the German transmission system operators, as part of the correction balancing group billing.

reBAP 2009_09

During the control energy accounting, a generation unit at a TSO was not taken into account due to an energy meter alteration of the counter value. This means that a subsequent correction to the supplier account was necessary, which also affected the determination of the combined balancing energy price. We apologise for this error and thank you for your understanding. The updated table is available for download via the month selection (above).

reBAP 2009_05

During the control energy accounting for May 2009, the counter value of a generation unit at a TSO was not taken into account due to an energy meter alteration. This means that a subsequent correction to the supplier account was necessary, which also affected the determination of the combined balancing energy price. Due to the large volume of data, the error was only discovered and fixed after an extensive and intensive manual check. The updated table is available for download via the month selection (above).

History of the development phases for the balancing energy pricing across control areas

  • Prior to 5/2009, each German TSO had its own individual balancing price
  • Since 5/2009, introduction of balancing energy prices across control areas for 3 TSOs, excl. Amprion GmbH
  • From 11/2009, implementation of rollover costs in the balancing energy prices across control areas
  • From 5/2010, balancing energy prices across control areas applicable to all 4 German TSOs

Standardised model for balancing energy pricing since November 2009

The Federal Network Agency (BNetzA), in its letter dated 17 March 2009, requested the TSOs to supplement the existing standardised model for balancing energy pricing so that all labour costs for control energy could be allocated to the balancing group manager. The modified model was approved for implementation by the BNetzA in a letter dated 25/09/2009.

The TSOs have implemented this model consistently, starting with the determination of the balancing energy prices for the month of November 2009 in December 2009. The balancing energy prices determined in this way were then applied per quarter of an hour symmetrically for insufficient coverage and surplus for each balancing group.

Publication of reBAP for accounting grid billing

The three TSOs, TransnetBW GmbH (formerly EnBW Transportnetze AG), TenneT TSO GmbH (formerly transpower Stromübertragungs GmbH) and 50Hertz Transmission GmbH (formerly Vattenfall Europe Transmission GmbH), have opted for the introduction of cross-control area balancing energy pricing as part of the optimised grid management network. This means that since May 2009, the same balancing energy price has applied per quarter of an hour in the three control areas that form part of the optimised grid management network. As of 1 May 2010, the existing grid management network was expanded to include the Amprion GmbH control area, meaning that the balancing energy price now applies to all four control areas.

All data is determined by TransnetBW to the best of its ability and is provided without guarantee. If it is temporarily not possible, for technical or other reasons, to determine the data or make it available, TransnetBW shall endeavour to restore data availability without delay. As far as it is legally permitted, TransnetBW excludes liability for damages due to the temporary unavailability of data. TransnetBW reserves the right to update all data published here.
