The majority of photovoltaic installations are not metered. This is why distribution grid operators need to report the standard load profile for PV arrays in their grid area to the transmission system operator. This leads to a significant discrepancy between the calculated and actual (physical) infeed. To resolve this issue, the German Federal Network Agency (BNetzA) has established a reference measurement procedure for reporting (extrapolating) PV outputs. For more information:

According to this procedure, data obtained from the load profile meters of several reference installations is extrapolated to determine the total electricity generated by the PV arrays within a given control area.
